Free Closed Captioning through 3C Media Solutions

Free closed captioning service is available for any media (see formats below) that can be upload into ones 3C Media Solutions account, as long as it is instructional material.

3C Media accepts files in the following formats: mp4, m4v, mkv, flv, wmv, avi, mov, mpg, webm, mp3, m4a, wma, wav

The free closed captioning service for streaming video is provided by DECT (Distance Education Captioning & Transcription) through 3C Media Solutions.

Do It Yourself Closed Captioning through Amara and Dotsub

Amara and  Dotsub are open source services where one can subtitle and translate videos. Both are browser based, one-stop, self-contained systems for creating and viewing subtitles for videos in multiple languages across all platforms, including web based, mobile devices, and transcription and video editing systems.

There is nothing to buy or download. One can upload videos (Dotsub) or use online videos such as YouTube (Amara/Dotsub) videos, transcribe and time caption them, translate them into and from any language, and share them worldwide.
